Project Labor Agreement Policy

All Applications For The Economic Recovery Project Labor Agreement Shall Be For The Specific Terms And Conditions Included In The Core Pla And Individual Trade Addendums.

Project Labor Agreement Procedures

The Construction Industry Partnership shall be responsible for the administration of all Project Labor Agreement Applications.

The application process shall be as follows:
  1. All applications are to be submitted to the CIP in c/o the BTEA either online, by fax or mail.  All new applications received by the BTEA will be forwarded to the BCTC the same day they are received.  The BCTC shall forward to the BTEA all applications it receives the same day it receives them.

  2. All applications will be reviewed by the BTEA for completeness.  The BTEA shall be responsible for contacting the applicant where it is necessary to obtain additional information.

  3. A weekly tracking report will be established in order to ensure all applications and their status are accounted for.

  4. The BCTC and BTEA will jointly agree on all applications to be placed on the CIP Executive Committee agenda for consideration.

  5. The CIP Executive Committee will review all applications.

  6. All approved applications will be submitted by the BCTC to the National Building Trades Department in Washington, D.C.

  7. Upon receiving approval from the National Building Trades Department, the BCTC shall be responsible for each individual PLA to be signed by the Applicant/CM and each of the individual Trade Unions.

  8. Upon reviewing a fully executed PLA the BCTC shall forward a copy to the BTEA.

  9. The CIP shall be responsible for maintaining all executed copies of the Project Labor Agreements.
